Preamble
  • Acknowledging that nations of the Fifth Empire may hold wars, sanctions, embargoes, rivalries, or other disputes.
  • Recognizing that such disputes should not prevent recognized sporting, cultural, artistic, ceremonial, pageant, exhibition, or competitive events from taking place.
  • Affirming that this Act does not create peace, diplomatic recognition, open borders, or a general lifting of sanctions.

Objectives
  • This Act shall be known as the GAMES Act, meaning the Guaranteed Access for Matches, Exhibitions, and Shows Act.
  • The Act guarantees limited event access for accredited delegations attending recognized Fifth Empire events.
  • Protected delegations may include competitors, performers, judges, officials, coaches, medical staff, translators, equipment staff, media staff, auxiliary personnel, and accredited leaders or representatives.
  • General spectators, tourists, merchants, private citizens, and unaffiliated persons remain subject to ordinary border, visa, and security rules.

Proposed Actions
  • No host nation may deny an accredited delegation entry, safe passage, venue access, participation, lodging, ceremony access, or safe departure solely due to war, sanctions, embargoes, political hostility, non-recognition, alliance membership, territorial disputes, or similar unrelated conflicts.
  • Host nations may impose reasonable security measures, including credentialing, screening, designated routes, escorts, lodging limits, venue limits, and separation of hostile delegations.
  • Sanctions, embargoes, travel bans, and similar restrictions are temporarily waived only as necessary for accredited delegations, ordinary event equipment, and event supplies.
  • This Act does not permit weapons, military equipment, contraband, intelligence materials, unrelated commercial cargo, or non-event shipments.
  • A host may restrict, remove, detain, or exclude an individual only for specific and credible security grounds, such as violence, weapons violations, sabotage, espionage, smuggling, or serious event-rule violations.
  • Protected persons may not be arrested, detained, extradited, or held for pre-existing political, military, diplomatic, or legal disputes unrelated to the event.
  • Delegations must obey reasonable event, venue, security, travel, and public safety rules.
  • Participation under this Act shall not constitute recognition, normalization, peace, alliance, apology, surrender, forgiveness, or waiver of any dispute.
  • If a host cannot or will not comply, the relevant event authority may relocate, delay, replay, reschedule, declare forfeiture, or remove hosting rights as appropriate.

Implementation & Review
  • This Act shall take effect immediately upon passage by the Comitia Curiata.
  • The protected event period begins seventy-two hours before first scheduled official arrival and ends seventy-two hours after final scheduled official departure, unless otherwise set by the event authority.
  • Disputes and violations may be reviewed by the relevant event authority, an appeal may be filed with the Imperial Minister of Culture.

Conclusion
  • The GAMES Act only requires protections for Fifth Empire events.
  • The disputes of nations shall remain suspended during a hosted event.
