Recognizing the growing number of sporting, cultural, artistic, ceremonial, pageant, exhibition, and competitive events conducted throughout the Fifth Empire.
Acknowledging the need for a central office capable of coordinating such events between nations, organizers, and the institutions of the Fifth Empire.
Affirming the importance of preserving established events when their original organizers or hosts become unable or unwilling to continue their administration.
Objectives
This Act establishes the office of the Master of Games and Ceremonies.
The Master of Games and Ceremonies shall serve as the principal administrative officer of the Fifth Empire for recognized sporting, cultural, ceremonial, artistic, exhibition, pageant, and competitive events.
The Master of Games and Ceremonies shall operate under and report to the Imperial Minister of Culture.
Office of the Master of Games and Ceremonies
The Master of Games and Ceremonies shall be appointed by the Imperial Minister of Culture and shall serve subject to the authority of that office.
The Master of Games and Ceremonies shall maintain an official registry of recognized Fifth Empire hosted events and their respective hosts or organizing authorities.
The Master of Games and Ceremonies may coordinate with host nations, participating nations, organizers, leagues, associations, and other event authorities concerning scheduling, accreditation, participation, hosting, and administration.
The Master of Games and Ceremonies shall serve as a mediator in disputes concerning the administration, hosting, recognition, or continuation of recognized Fifth Empire events.
The Master of Games and Ceremonies may issue administrative determinations within the scope of this office, subject to review or reversal by the Imperial Minister of Culture.
Where the host or organizing authority of a recognized event abandons the event or becomes unable to continue its operation, the Master of Games and Ceremonies may assume temporary administration of the event.
When exercising temporary administration, the Master of Games and Ceremonies may take reasonable measures to complete, relocate, reschedule, reorganize, or otherwise preserve the event until ordinary administration can be restored.
The Master of Games and Ceremonies may recommend the recognition of new events, changes in hosting arrangements, or other measures intended to promote and preserve events of regional significance.
Limitations
The Master of Games and Ceremonies shall not supersede the internal rules, competitive regulations, or ordinary administration of an independent league, association, or event except where specifically authorized by law or where temporary administration has been assumed following abandonment or incapacity via CTE.
The Imperial Minister of Culture may review, modify, or overturn any administrative action taken by the Master of Games and Ceremonies.
Implementation
The office of Master of Games and Ceremonies shall be established immediately upon passage of this Act.
The Imperial Minister of Culture shall appoint the first Master of Games and Ceremonies following the enactment of this Act.
Existing leagues, competitions, festivals, ceremonies, and other organizations may continue operating independently and shall not require direct administration by the Master of Games and Ceremonies solely by virtue of this Act.
Conclusion
The Master of Games and Ceremonies shall provide the Fifth Empire with a permanent institution for the coordination, preservation, and continuity of its shared events.
The office shall support existing organizers rather than replace them, intervening directly only where necessary or otherwise authorized by law.
