AN ACT: Further Defining the Imperial Minister of Culture
Preamble
- Recognizing the growing number of cultural, artistic, ceremonial, sporting, exhibition, and competitive events conducted throughout the Fifth Empire.
- Acknowledging the existing role of the Imperial Minister of Culture in promoting regional culture, coordinating events, and encouraging community participation.
- Affirming the importance of preserving established regional events and encouraging cooperation both within and beyond the Fifth Empire.
Objectives
- This Act further defines the duties, responsibilities, and authority of the Imperial Minister of Culture.
- The Minister shall serve as the principal officer of the Fifth Empire with matters concerning regional culture, shared events, ceremonies, cultural outreach, and related activities.
Cultural and Event Administration
- The Minister may organize, coordinate, promote, host, or assist with recognized regional events and cultural activities.
- The Minister may coordinate with nations, organizers, leagues, associations, and other institutions concerning scheduling, participation, hosting, promotion, and administration.
- The Minister may recognize and promote new events, traditions, ceremonies, and other cultural initiatives of regional significance.
- The Minister shall maintain a registry and archive of current and past Fifth Empire events, including their hosts, organizers, and significant records where applicable.
- The Minister may conduct polls, surveys, outreach, and promotional activities intended to encourage participation in the cultural life of the region.
Interregional Outreach
- The Minister may conduct outreach to other regions for the purpose of increasing the visibility of the Fifth Empire, encouraging participation in regional events, and promoting cultural cooperation, exchanges, competitions, and joint activities.
Event Continuity
- The Minister may mediate disputes concerning the administration, hosting, or continuation of recognized regional events.
- Where the host or organizer of a recognized regional event abandons the event or becomes unable or unwilling to continue its administration, the Minister may assume temporary administration.
- The Minister may complete, relocate, reschedule, reorganize, transfer, or otherwise preserve such an event until ordinary administration can be restored.
Limitations
- The Minister shall not ordinarily supersede the internal rules or administration of an independently operated league, association, organization, or event except where authorized by law, requested by its organizers, or necessary to preserve an abandoned or halted regional event.
Appointment and Recall
- The Imperial Minister of Culture shall be appointed by the Emperor and shall serve at the Emperor's pleasure.
- The Emperor may recall, remove, or replace the Minister at any time.
- Upon vacancy of the office, the Emperor may appoint a successor or designate an Acting Minister until a permanent appointment is made.
Implementation
- The duties and authorities established by this Act shall take effect immediately upon passage.
- The incumbent Imperial Minister of Culture shall retain office and assume the duties and authorities defined herein.
- Existing leagues, competitions, festivals, ceremonies, and other organizations shall remain independently administered except as otherwise provided by this Act.
