INAUGURATION
The
Comitia Curiata (CC) is to be the great hall in which all Imperial Citizen-States may exercise their political rights granted by the reigning Emperor of the Fifth Empire, to voice their opinion, express their ideas, as well as give shape, form & function, to this and whatever other Imperial systems the Emperorship- out of it's never-ending wisdom and grace- allows to be founded, maintained, altered, transformed, or destroyed, by this august body of will & power.
- Recognizing the need for further political expression for all contributing Citizen-States of the Fifth Empire (FE);
Inspired by the efficient & glorious senatorial systems of Ancient Rome;
Extolling the principles of collaboration and mutual understanding of our Social Community;
Affirming the Imperial Government's commitment to build and maintain geopolitical systems which empower the region;
Respecting of the Emperor's power and the authority of every one of the Fifth Empire's appointed & elected regional officers;
This system founding document HEREBY establishes the Comitia Curiata effective immediately.

TERMS & DETAILS OF THE CC - - - -
- [/b]- The CC utilizes a vote weight system based upon the influence count of each respective state registered in the Fifth Empire's Citizen-Registry.
[2]- Any Citizen-State of the FE is free to submit a proposal, act, declaration, project, etc, or any form of amendment or repeal of a previously passed CC Resolution, granted that:
- 2.1- The resolution is endorsed by 2 Citizen-States other than the authors or co-authors of the resolution;
- 2.1.1- An endorsement is only valid if made public via the RMBs of the FE or CC;
2.2- Resolutions must abide by a minimum standard of quality based on the better judgment of the serving Imperial Magister-Consul;
[3]- A CC resolution, upon passing, may be enshrined by the serving Magister-Consul as a "Foundational Resolution".
- 3.1- Resolutions of this type require more than 75% of the influence vote to be repealed, and more than 65% to amended;
3.2- This special status may be revoked by the Emperor, and if the initial "Foundational" status was originally declared by a Magister-Consul, it can be revoked by the serving Magister-Consul as well;
[4]- A CC proposal of any sort- outside of the exclusive type "Foundational Resolution"- require more than 50% of the influence vote to pass;
[5]- The CC is granted an authority at the level and influence - but never above - of the Imperial Ministers & Magisters of the FE;
- 5.1- The Magister-Consul is bound to the will of CC and is tasked to do their best to enact the wisdom and wishes of the CC;
5.2- In cases of Regional Security, the Magister-Dictator is able to invoke a special "Veto-Vote" (VV), granting their "Against" vote +50% of the total value of influence votes "For" the target of the Veto.
[6]- The CC has the power to affect and regulate all RP aspects of the region and its ongoing & future events;
[7]- The CC has the power to adjust aspects of the FE's Meta & RP CoC, subject the Emperor approval;
[8]- Suspension or disbanding of the CC in its entirety is only possible by Emperor's Decree;
[9]- The Magister-Consul is bound by duty to maintain a record of resolutions & their vote results, and to preserve it for future generations of the FE Social Community to read & use;
- 9.1- Up to 2 "Officers of Will" may be appointed to aid in the book-keeping, vote counting, and resolution advisory duties of the CC, under the responsibility & command of the serving Consul;
9.2- Acting CC officers are allowed to vote in the CC like any other citizen-state of the FE;
9.3- The Magister-Consul cannot vote in the CC, in order to preserve their neutrality as the defender of the CC institution as a whole.
[10]- Passed resolutions are valid in perpetuity unless their contents self-prescribes an expiry date.
[11]- The CC drafts resolutions belonging to 2 different classes which must always head the submitted proposal at vote:- 11.1- Roleplay Proposals, represented by the [RP] tag- which pertain to all types resolutions that do not directly affect a user's ability to participate in the Fifth Empire as a region, and thus may be directed at, or meant to shape, systems of the region such as events that take place in the regional map, roleplays, contests, and so on.
11.2- "Meta Rulings, represented by the [META] tag- which pertain to the 'meta' (non-roleplay) community rules, details that directly dictate or condition a user's ability to participate in the Fifth Empire to its full extent, the introduction of new systems, or changes of current systems, which change their non-roleplay function or user access. A major example of this would be the official Fifth Empire's Code of Conduct (CoC), or the stipulations to which FE users are subordinate in order to access their status of Imperial Citizen.
11.3- The CC hereby affirms and reinforces the Emperor's power and duties by enshrining the mandatory requirement of the Emperor's express approval of any Comitia Curiata proposal that has the [META] tag and which also meets the necessary +50% influence requirement, in order to be considered "passed".
