Preamble:
In this time of upheaval our RMB risks being flooded with so much coal that it becomes the Saar pits of the Franko-Prussian border. Thus it is vital to have a Janitorial position that is tasked with policing the RMB and sweeping up the coal. The position must be filled by persons known to gem post and avoid coal posting themselves.

Resolution:
Upon passing this legislation:
- An Emergency Ministerial Position is created for the length of the Emperor's absence or;
- Until a new Emperor is elected and;
- This Emergency Ministerial Position be named "Janitor" and;
- The Janitor be given suppression power over the RMB only and;
- The Janitor be appointed by the Minister of Culture and;
- The Janitor can be removed by a vote of no-confidence of three quarters of mapped Fifth Empire Citizens

Role and Responsibility:
Upon appointment the Janitor is responsible for:
- Preventative warning of RMB users via Telegram of their risk of being suppressed due to their double posting, coal posting, rage posting, or spam posting and;
- Suppressing RMB posts of users who ignore the private warning and;
- Explaining the reason for the suppression to the Fifth Empire via an RMB post.
The Janitor shall not:
- Suppress a user who has not been warned via Telegram and;
- Fail to give a public reason for the suppression.
