Preamble: Emperor Ivan's Throne must be protected from those who seek to name themselves Emperor in his absence. Routcher is willing to be the steward of the throne, and has both royal legitimacy and diplomatic ties to Ivan as a former regional ruler and member of the ICON Pakt.

• Upon passing this legislation:
  
  • The Title of Imperial Regent shall be created and utilized for the length of the Emperor's absence or;
  • Until a new Emperor is elected (following an official abdication and/or CTE from Emperor Ivan) and;
  • The Imperial Regent be given all NS powers appropriate and expected of an Imperial Ruler of the Fifth Empire and;
  • The nation of Routcher be installed and recognized as Imperial Regent.

Role and Responsibility:

Upon installment the Imperial Regent is responsible for:

• Protecting, maintaining, and promoting Ivan's legitimacy as Emperor and;
• Governing the Fifth Empire faithfully in Ivan's absence and;
• Serving as a ceremonial figure for the Fifth Empire and its citizens to look up to, serve, and seek recognition and inspiration from.

The Imperial Regent shall not:

• Dismiss any officer or minister appointed by Ivan, except in extreme cases when necessary to protect the Fifth Empire or if an officer or minister resigns or CTEs.
• Recognize, press, or entertain other claimants to the throne, no matter how popular they may be with Fifth Empire citizens.
• Declare themselves Emperor, even if Ivan abdicates or CTEs. In the event that Ivan officially abdicates or CTEs, the office of Imperial Regent ceases to function and a new Emperor is chosen in an appropriate, legal manner.
