Introduction

The Imperial Confederation of the Fifth Empire is a political entity established to foster unity among smaller nations within the region. Inspired by the historical concept of the Holy Roman Empire, the ICFE functions as a network of member states bound by shared ideology and mutual cooperation. Its primary purpose is to provide new, smaller nations a starting point for their roleplay adventures, promoting mentorship and growth under the guidance of established powers.

Structure & Membership

Imperial Leader
  • Ceremonial in role, representing the unity of the ICFE.
  • Maintains the position until stepped down or challenged by a vote of no confidence (>25% of voting members required to initiate).
  • Must be a citizen of the Fifth Empire.
  • Have the right to vote in the Imperial Diet.
  • May not be part of the Rotating Council.


Elector States
  • Established nations (must have a Leader; >500 million inhabitants).
  • Must be citizens of the Fifth Empire.
  • Have the right to vote in the Imperial Diet.
  • May not be part of the Rotating Council.


Imperial Free Cities
  • Established nations (must have a Capital City; >250 million inhabitants).
  • Do not have to be citizens of the Fifth Empire.
  • Do not have the right to vote in the Imperial Diet.
  • May be part of the Rotating Council.


Client States/Protectorates
  • Do not have to be established nations.
  • Do not have to be citizens of the Fifth Empire.
  • Do not have the right to vote in the Imperial Diet.
  • May be part of the Rotating Council.


Rotating Council
  • A council of Imperial Free Cities and Client States/Protectorates that collectively cast a vote in the Imperial Diet (strength of the vote is determined by the number of entities that make up the Rotating Council).
  • Council membership rotates every three months to ensure new nations have representation.
  • Size is no greater than 20% of the total number of Imperial Free Cities and Client States/Protectorates member states and not smaller than 1 member state.


Imperial Diet
  • The deliberative organ of the ICFE. Not legislative in nature, but rather a forum to negotiate the future route and other aspects of the ICFE.
  • Consists of the Imperial Leader, Elector States and Rotating Council.
  • Elector States and the Rotating Council enjoy the same authority in the Imperial Diet, with only the Imperial Leader superseding their authority.
  • The Imperial Leader and Elector States all hold one vote per entity. In the case of a tie, the vote flips to the side of the Imperial Leader.
  • The Rotating Council holds a vote with a strength determined by the number of entities that make up the Rotating Council, which is no greater than 20% of the total number of entities which fall under the total number of Imperial Free Cities and Client States/Protectorates, and not smaller than one vote.

Elector States
  • Must demonstrate regional involvement (Fifth Empire Citizen), roleplay presence (enjoy writing/critiquing Factbooks/Dispatches is a great start), and willingness to mentor new nations (being active on the RMB is yet another great start). Imperial Free Cities

Client States/Protectorates
  • Apply directly to an Elector State or to the Imperial Leader via (NationStates) Telegram.

History

From the ashes of old nations arise new flames. Small at first, these newly founded states flickered in the shadow of fallen empires and fractured realms. Born of necessity and hardened by uncertainty, each carried the burden of survival in an age marked by collapse, isolation, and regional unrest.

As instability deepened and larger powers encroached on their sovereignty, it became clear that no single state could endure these tides alone. Borders were contested, trade routes faltered, and ideologies clashed in the vacuum left by absent authority. Yet from this chaos emerged a different vision - not of conquest, but of confederation.

The Imperial Confederation of the Fifth Empire was founded during this turbulent era. Guided by seasoned (ok, maybe not that seasoned, but surely enthusiastic) leaders, statesmen, and visionaries who had seen the cost of disunity firsthand, a coalition of small nations came together. Their goal: to create a framework that would ensure mutual security, promote ideological cohesion, and stabilize the region through shared governance.

Rather than resurrect the empire of old, they sought to forge something new - an empire of accord, bound not by dominion but by purpose. With the ratification of the Imperial Charter and the convening of the first Imperial Diet, the Confederation took its place not as a relic of imperial ambition, but as its evolution.
